Dude learn heel down. It will teach your ankle joint to work more as opposed to your entire leg. Sit down at home and you can do this anywhere. Take your right heel up as high as you can slam it down as hard as you can. Then the left and so on.
Practice this with a metranome. Dont make it fast though take it actually super slow. Slow enough to where you can get as much power out as possible! This excersice with build up your muscles and nervs.
Wait till it starts to burn. Then you go 50 more reps with each foot. So a right left counts as one.
Look at this as a workout like bodybuilders and athletes do. They build up strength and thats exactly what is sounds that you need. The reason you start slow is cause if you go fast yeah youll get fast with no power. Ive heard to many drummers that do that and then there single peddle technique suffers.
Do this 3 times daily it will build up speed power and precision. Take it faster each time that you can but remember strength!
Goodluck

Good ideas sway. I would add that you can still do it heel up if you are more comfortable that way. But do take it slow, and to a metronome. Instead of lifting your entire leg up using your quadreceps, try focusing on using your calfs. Think of it as your foot slapping the pedal rather than stomping on it.

Personally, I practice both heel up and heel down. I think you can get more power with heel up. But it's harder to play lower volumes or ghost notes.
