I saw one ad for it in an old Modern Drummer. After that I've never seen one or heard of it again. Are they still made?

nope, i'm pretty sure Ludwig stopped making Rocker series kits sometime in the 1990's. there is a line of Ludwig snares that carry the Rocker name, though.
