When Im gonna measure my drumheads, should I measure the diameter of the "ring", the part that goes over the edge of the drum???
or what??? |

| I think you measure the actuall drum to find out what size they are. |

| If I measure the "inner" shell it's 12", but if I measure the "outer" shell or the hoop it's more like 13" |

Well I dont know then, id imagine you'd measure from bearing edge to bearing edge.
but it seems like it should be exactly 13" not almost 13". |

Drum shells are sometimes slightly under-sized. It allows the flat part of the drumhead to rest against the bearing edge instead of the curved part of the head. So if your shell measures 12 3/4" or so, it's a 13.
