Don't buy new cymbals if that's out of your price range! Heck I played for years on used gear! Cymbals included! Look in tha pawn shops and in the musician trade mags. You can go to the retail stores to to see if thay have any trade ins. I got $350 (msrp) Zildjian A model 20" ride for $90 bucks! It sounded great in the store and even better when I cleaned it! Just shop around and pick them up one at a time if you have to. They're out there bro!
Drum Heads! Drum Heads Drum Heads! If you're still playing on the factory heads that came with your kit, man are you going to be shocked at what you're missing out on in tonality! Fresh heads (good one properly tuned) can make a entry level kit sound fantastic! That's where you should spend your money first! .....uh in my humble opinion. It's your dough! Wink

I don't know if they could be or not, but they went in. Anyhoo, I would save up and buy one item at a time. Took me like 7 years for my kit to be what it is today, but I'm glad I did it that way.

just do some research and find the stuff you REALLY want. whatever floats your boat in terms of sound, looks, the whole package. then just save up and buy one thing at a time. get new heads, then wait a few months and buy one cymbal. keep going until youve got everything.
