the bottom heads are the culprit.

A set of Evans G1s or Aquarian Classic Clears usualy cures it. The remo heads packaged with the kits arent the greatest.

Factory heads are usualy crap anyways. Aim more for the Aquarian and Evans line of heads. I have never been successfull tuning with Remos of any kind other then snare heads. Their Power stroke3 line is pretty good for snares.
