what do you guys think of this brand shalloch? these have pretty good reviews: http://www.musiciansfriend.com/srs7/product/reviews?base_pid=444963&g=perc&rpp=10&page=2

one comment though mentions the drawback with buffalo skins, is this really a problem with keeping it tuned or is it a sound issue?

I have experience with Toca, LP and Gon Bops (pre-DW ownership) but not these so I can only address the tuning issue. My Tocas had the Thai Water Buffalo heads and they were great sounding drums. I preferred them over the LP Oak Classics. All natural heads will expand or contract due to changes in ambient temperature. It's the nature of the beast (bad pun intended). The Gon Bops had the most traditional (Cuban) sound but that was due to the shape of the drum and the wood in conjunction with the heads. Be sure to check the quality of the hardware.
Toca is the best value IMHO.
